1. The Publish capability for a project allows a user to publish content into that project.
2. The Overwrite capability allows a user to save over an existing piece of content; they become the owner.
3. The Save a Copy capability allows a user to save a new copy of the content. This is usually done in conjunction with web authoring and means the user can save their modifications.
